Andrew says about the paper:
"The development of an electronic journal from scratch must overcome
many barriers. Some of the technology barriers are described along
with solutions to overcome them. However some of the problems are not
technological ones but political/social ones. These problems may
be a barrier "too high to hurdle" and may retard the growth of
electronic journals as a viable multi-media format for information
dissemination. Do you know what these barriers are? Would you like
to know? Better find out........"
