Without access to the web window of opportunity, they have no possibility to participate in the shaping of the commercial, social, governmental and informational networks and exchange. American law makers have legislated that the internet is a public access space [HREF7]and Australian Policy [HREF8] is set to follow. A public access space must cater for those with disabilities.
